Outset Boundary (blender addon)
Outset Boundary is a simple tool for outset (reverse of Blender Inset) boundary edges.
It is handy for quick increase the margin of faces.
This tool can handle some degree of "Overlapping faces". When the outset faces hit each other, the tool will "connect them" nicely.
It can handles most of the 90 degree corner and put a quad to it.
The tool can also handle some non-flat surface.
Also it can connect them.
Also works for inner hole edges.
The tool has a very useful Rotation setting. You can rotate faces around the edges. (It will auto merge the overlapping faces too)
It is very handy for making hard-surface model or curved surface.

Now you can rotate the outset new faces along the original edges. Handy for making curved surfaces. - Added the new setting Threshold distance
This is useful for controlling how to determine edges intersection. Increase it for more faces merge.
Usage
Switch to Blender Edit mode, switch to Edge mode,
Select edges, then right click in the 3d viewport.
Then select OutSet Boundary from the bottom of the pop up blender's Context Menu.
This is a free addon. While I am still improving the functions, it is working now. : )
